I dunno. Nations in the past have tried to create foreign enemies to deter domestic troubles, and the thing here is N.Korea is no fabricated threat since it is technically still at war with USA and S.Korea, so Trump might think it is a good idea to regain popularity by fighting against N.Korea.

NK poses no threat to the US and in reality no threat to its allies either, because NK is aware that if it were to actually hit Japan, SK, or a distant US holding like Guam, it would be obliterated. One of their rockets malfunctions and falls on a village in Japan. There are casualties and Japan decides that they'll do a limited air strike on a NK facility. NK retaliates by bombarding SK positions, SK does the same. At that point war can't be ruled out anymore.

Not that long ago I read an article that pretty cogently laid out the rational explanation for NKs actions. Once I had finished it, understanding Kim's actions became much easier.

There is a difference of scale. The US has Trump at the helm. North Korea has been an oppressive, brutal, and blood-thirsty state for three generations, operating under a cult of personality that retains the dead of the Kim family in their roles as Eternal Leaders.
