I of course don't know about the cultural history and politics, but given how badly any unilateral expeditionary military action goes for most countries, let alone little Japan, at best wouldn't it just mean armed contributions to international operations?

It's more about the message it sends than any real force behind it. There's been a mini arms race in East Asia for the past few years, and with continued uncertainty over both the US's commitment and China's end game, Japan's trying to get a bit more leeway in how it operates in regional politics.

For Abe and his party specifically, it's more of a matter of platform, trying to convince the Japanese conservative wing that they can restore their national pride.
