As a nonpolitical American my perception of the presidency is that overall they don't do all that much except nag congress?
Well, in particular they have control of some pretty strong agencies. Obama has been using the EPA to end run congress for years now, and he essentially just did the same with net neutrality, though it took a court case to make it stick.
also, the president can essentially unilaterally declare war, just not for very long. (60 days and then a 30 day withdrawal to be exact)
in in my book it's really the agencies and cabinets that give a president his power though.

In theory, but you tell me how many times Congress has actually authorized military action under the War Powers Act - I think it's like 3 or 4? Certainly, it's not a meaningful limit on the president's ability to wage war.
