I'll say this much and am fairly certain it holds true for other republics too. Most Latvians are nationalists and consequently consider even Russians with citizenship as belonging to a different nation - one they hate. They are thus considered unloyal and almost all political forces spend great effort to deny them political power instead of engaging in a debate.
