It HAS been argued on and off in foreign policy circles for quite awhile that, in the 90's, the continuation of NATO was seen by the Russians as stonewalling them. However:
A: the suggestion was never dissolution, but merely reorganization/rebranding to a name not associated with the cold war struggle
B: inviting Russia into the organization, new or old, was never considered a valuable move to anyone, including, by all accounts, the Russians themselves, who at the friendliest wished to be independent partners (which hey, was actually attempted)
C: this is effectively just a thought experiment because that ship, if it was ever a practical option, ceased to be an option at all ages ago
D: renewed animosity from the West and NATO towards Russia is Russia's own fault anyway so
The point being is that outside of historical analysis it's irrelevant now.
