Well, it has a rich taste which goes great with, say, honey or tomato soup.
Admittedly, I've never had a deep-fried chocolate bar, but I can't imagine the flavour would be enhanced in any way by the frying.
It's basically just putting more salt and fat on chocolate, seems straightfoward.
