It's not just the south, my am just recently started allowing certain officers to be armed. More just the America thing.
It is, however, extra bad in the South.
Like everything else.

Actually talked with a military guy bout this (shoutouts to good friend Banquo), in essence American cops are still trained to use their gun as situation control tool and a way to create distance in contrast to military training where it's made quite clear you do not point a gun unless you want to kill someone. German cops on the other hand generally can employ other techniques (just going over that list look at how many of them got peppersprayed or were attempted to be subdued with other means first)
That seemed to be a good first place to start with but considering gun prevalence in the US idk if it's even viable to not just approach any situation with your gun out if you want your officers to feel secure. But their security means if they ever feel twitchy for whatever reason someone is going to die.
makes u think...about what might be the problem here...
that said what i also frequently hear of police unions in the US especially in the south does seem to kind of support ACAB

Month late for this party but, I really love how in these post Brexit times the first idea the Grand Barons of the Union put on the table is to alienate even more of their membership.

Not really. This follows a repeated failure to comply with judicial mandate on the secessionist camp.
Regardless of any sympathy one may have with their position, there's little question that they are operating against the law.

don't quote me on this
Did they want to provoke that result considering their referendum was apparently losing steam after the terror attacks?
It's just such bad optics when Catalonian independence isn't exactly a minority opinion in the first place

"How do we stop this secessionist movement, the Catalans are mad!"
"Well, we could allow a referendum on independence, create an open dialogue like Scotland in the UK, emphasize the economic difficulties inherent in secession, get pressure from the rest of the EU, build nation-wide interest in internal reform, and appeal to sentiment - all tactics that helped degrade popular support for Scottish independence."
"Nonsense, GUARDIA CIVIL, ENGAGE!"
