Yes it's also obvious if you consider that it's only a single year newer than the original 2004 F/sn, but I keep forgetting that HA is actually that old as well (I keep thinking it was released around the time of the PS2 Realta Nua).
EDIT: Dude, the DVD version of PC F/sn is newer than HA? Bloody nora, I never realized that (I even own the PC DVD version!).

The sex scenes in FHA PC are also a clear sign that it was never voiced, but to be fair I'm not sure NM64 was aware those existed given how much he managed to avoid learning about FHA.

Or in this case, A (sex scenes) implies not B (not voiced) does not necessarily mean that not B (not voiced) implies A (sex scenes).

No, you just failed logic, because you totally assumed I was saying something I most definitely wasn't.
Rather, I was implying the opposite, that NOT having sex scenes does not imply voiced. Or rather, that not being voiced is not automatically related to whether or not it has sex scenes.
Along with a shit-ton of other implications. Like not being voiced is really only related to it being a first version release of a Type-Moon VN (because to date every VN they've made has ALWAYS been unvoiced, sex scenes or no).
In other words, apparently I really do have to say more than that, because I failed logic in assuming people on the internet could do logic besides the typical "You're wrong and I'm saying so in as insulting a way as I possibly can just so I can feel good about myself" sort of "logic."

I actually knew HA had sex scenes - it's just that I know there are even nukige with voice acting, so I never really saw it as something that would prevent voice acting.

That's the difference between VNs that cast eroge voice actors from the start and those that cast mainstream ones in console ports. With Little Busters Key even went so far as use an all-eroge cast for the heroines of the original, non-H version of Little Busters so they could make an eroge rerelease that kept the entire original cast.
Incidentally Key also went so far as to recast Tomoyo Sakagami for the sake of making Tomoyo After an eroge - that's the only case I can think of where a company actually went and recast a mainstream VA to allow for H-scenes, though I assume there's more obscure cases that I'm not familiar with. I suspect the Fate fanbase would've rioted over any attempt to recast Ayako Kawasumi, Kana Ueda, and Noriko Shitaya, though.
That said, it's not like there are zero eroge voice actors in Fate, and you might be able to get basically any voice actor will do one if you throw enough money at them (a poor bunch, they are... also a bunch that is used to following orders like monkeys and selling their self-respect in general).
BTW, considering their was nothing that had those specific actresses that MATTERED before the voiced console port, I kinda doubt there would've been as many rioters as you might think. Around these parts of the internet perhaps, but that's a pretty small niche. Then add the fact that recasting characters between different mediums in these things is pretty common (like going from drama CD to anime, for example)...
Also, making non-ero console ports of popular eroge is not uncommon, even for those that are voiced from the start. I'm pretty sure the desire to add a voice over was not the big driving force behind the decision to drop the R18 rating.

Strictly speaking, Sony doesn't approve any sort of hentai on their platforms*, so VN companies like Type Moon have to remove the sex scenes to release a console port at all. They just happen to take this as an opportunity to cast bigger names than would be otherwise possible in many cases.
*Aside from the super goofy loophole where, IIRC, porn on UMD video discs was okay, but porn in UMD games was still verboten.
Somewhat amusingly, while it is true that there are actresses with eroge experience in the Fate cast, they're pretty much all in non-heroine roles like Hitomi Nabatame and Shizuka Itou. I think Yuu Asakawa in FHA's the only exception.
There's always the time the time-honored tradition of selling your voice to porn and just using another name that's totally a completely different person guys honest, it's so weird how similar we sound!
But for the exact same VAs to the voice the exact same characters they've voiced before? Seems a little unlikely if they weren't already doing something with straight up porn to begin with.
Kadowaki's done a ton of work as well, so yeah, this point still stands.

I mean, that's the other possibility, I don't know his life so I can't say for sure.
