Well, the Fate/Zero manga was localized in English, so it's definitely a possibility, but it probably won't happen until the first or second movie has been released in other countries and they've determined that there is enough demand for it in the West. (Plus the very mature-rated content shown in the latest chapter might make some companies hesitate to license it, but since borderline h-manga like Shinmai Maou have gotten English localizations, I don't think it's necessarily a deal-breaker.) I'd keep any hopes cautious for the time being.

How was it that he was able to go this wild?

Would he have been given enough insight into the HF film production to know whether or not the corresponding VN scene would make it in? Maybe he found out that it wouldn't be in Presage Flower, and so took it upon himself (with Nasu's blessing) to do what ufodidn't.
