Well, its not only that, but that does play a part. I mean both are locked away as well both still have a good idea of whats going on in the surface world somehow. Both talk very weirdly and also know a lot of weird shit. Honestly, I wouldn't be surprised if he turns out to have Clairvoyance as well.

Wasn't Alcatraz's Plus Period entry had him mentioned as an arch mage or whatever title that's below True Magician? And how Garden of Avalon said that the true top tier mages have Clairvoyance?
Zouken is also an "archmagus."
Merlin said he was the only clairvoyant of this era, and the rest were long gone.
But it would be a good explanation to how he knows what's going on outside.
The goal of a magus is to learn shit. Now what do you think a magus would say about a power that is basically "learn shit fast" the ability.
Merlin can aparently see all of reality or the make up of the world or something
