While Tobias himself may or may not spend any more time on the forum, calling a vote of all the admins usually takes noticeably more time than pulling a majority out of the mods, because the admins as a whole aren't on nearly as much as we are. Even if he's there, DP or Alt or Elf could well not be. Also, like Tobias says, they're administrators. Commissioned officers to us poor corporals and sergeants, and that means they're not meant to be called in for every little decision about where to dig the latrines.

So, as a matter of job roles and practicality, day-to-day decisions that you see carried out by the staff are often determined by an informal mod consensus, with maybe just one or two of the admins. That's like, thread locks, warnings, puppet identification and banning, and so on. Meanwhile, admins are responsible for deciding on the forum's direction as a whole, providing oversight of mod actions or promotions, changing things on the forum that mods can't access, significant bans (i.e. if you're not just a blatant puppet or bot), and things like that.
