Because SIMO is such a badass with his head counts that everyone at least once says that he should be eligible as a HS despite the established rule that it's pretty much impossible to be recognized as a hero after the 1900s.

Honestly I find the post no 1900's HS rule silly, but I guess I'll avoid getting into it.
It's not silly when you think about it for a bit.
It's only really silly in the way of "now i cant do the servant i wanted" but it makes perfect sense.

Part of me is not tempted to vote 'No' just to see if I'll actually get banned. The other 51% is reasonably beating up that part of me.
