I'd say that what he feels for Saber is intense admiration and fondness but hardly anything romantic.
It's never actually indicated that these feelings are romantic though. He's struck at the sight of various individuals, including Ilya. Particularly for Saber, who represents many different things to Shirou, these feelings could be any of number of things for Archer.

That's not to say I am DISCOUNTING that Archer has romantic feelings for Saber but I do reject it as an exclusive interpretation. Certainly if that's the case, they're not his priority ever.

Although I am aware that Archer=/= Fate timeline gone screwy, I feel like the events in Fate give basis to the notion that Shirou's life-long Fate feelings for Saber are similar for Archer, even if they've become a bit more jaded. That's personal interpretation, I suppose, but I don't think that it's an interpretation out of line with the way Archer responds to Saber.

Highly unlikely. While it is indeed possibly that Archer had a temporary loss of memory due to the summoning, it's far more probable he was lying.
