By this logic 95% of fighting games should be dirt cheap if not free.
Every blazblue game after CT has consisted of reused characters except a couple new ones. Every single Guilty Gear game until Xrd reused sprites and then every game after Xrd reused models, the entire MvC series lived and breathed on reused assets until 3, Under night has had three separate releases (vanilla, EX:late, EX:latest) with a compact set of characters, and even the latest versions of melty blood used the same set of sprites to turn every single character into 3 characters through usage of the moon system, adding content and gameplay by reusing assets.
But even with reusing assets you can't legitimately talk shit about those games, the Extends and arcade editions and whatnot because if you played fighting games you'd know the amount of changes in the system and the characters can lead from one version of a game feeling so utterly different from another you could play BBCF for two years and then try to play BBCS and feel like a complete child. The reused assets doesn't mean they're just taking an old game, shoving a couple new sprites and moves and calling it a day, they're remaking the game from the ground up with a brand new system and brand new functions that require development and require actual hard work. They can't just throw in things from the old games and assume they work the same, they gotta be altered and fitted to the newer system. It is a legitimately New Game.
The "reused assets" are the most visible layer of the game but they're also the least important.
Overall it'll be cheaper than like literally any other fighting game with DLC characters.
