If all you use Fran for is clearing hands then you don't need to max her skills for that, just level and get overload to around level ~5 or so

Nightingale, Ibaraki, Fran, Beowulf, and Herc. In which order should I prioritize leveling and maxing them?

The latter two really aren't useful if you have the former three. Ibaraki offers limited team support, but can't tank an NP like Herk. Beowulf has burst and battle continuation, but lacks Herk's sustained damage from Bravery. Herk is better than both of them as an ST Berserker, Fran is unique in your lineup as an ever useful AoE Berserker, and Nightingale is an interesting SSR.

Thus, there's no reason to go for the last two when you have the first three.

Does it matter when the enemies are dead? And really, it's effectively 1 turn. It's incredibly unlikely that you'll need to use more of her cards immediately after her NP.

I actually do have a max grailed and max skills Ibaraki in my FL. Haven't used her yet though.

As far as i can remember, you could dodge her NP during the event. So i think its after the damage.

It applies after the damage would be dealt, just like Medea's NP. It's how some of my Servants were able to survive eating the NP since their dodge saved them.

As far as I'm aware, only Amakusa's NP debuffs before dealing damage.

do you need aoe clear? yes = fran, herk, nightingale, ...
else herk, ...
