In what order should I level up Kingprotea skills? All of them seem pretty good so I'm not sure where to start. And I can only afford one of them...

Uh, 3-2-1.

You want her to do damage, and only then you can worry about CD reduction. Her HP boosts are already fine at lvl1, you just need CD reductions from levelling to 6 and 10.

Yeah, I guess I will level up her Monstrous Strength, she already does so much damage with her attack and her NP, let's add more to the pile.

I started playing the game a few days ago and I noticed that some of the CE effects have [Event only] written at the end. They also have 2 distinct effects with a + sign between them. So do the effects of the CE activate only when the it is used for Event battles or during Events? Also is there like a partial activation outside events?

After the event the event-only effect disappears so it has no bearing on anything outside of the event, whatever other effect the CE has will still remain though.
