Didn't Nasu say in Chaldea Ace interview that EoR and future chapters will explain the impact of Solomon being removed from the throne of heroes? It seems to be a big deal so I doubt he will bring Solomon back. At best maybe a parallel world living Solomon similar to Musashi-chan and Satanic Amakusa.
Doesn't really matter, since it seems to render the whole season 1 as trash. People are deducting Goetia will be fixed and take the place of Solomon since the latter remove himself from the throne but you still need someone to fill the gap, making Goetia the perfect choice. Besides, Saber Shiki has a line mentioning how an unnamed person is acting like how people expect Solomon to be unlike how the actual Solomon is, so there are predictions that Goetia will become Solomon as human history fixes itself.
