I wonder if the whole thing is done by Sieg subconsciously since he is lonely and wanted to see a case where Black and Red servants work towards a common goal. His rational and good side thinks this is bad and roped in Fujimaru to resolve the situation.

The emergence of a new meme, like a genetic mutation, can be categorized as "neutral", "deleterious", or "advantageous". Most of the time, they are neutral and don't really affect anything.
