That doesn't mean much. You could set up a dart board with every historical and legendary figure you could think of on it, close your eyes and throw, and odds are whomever you hit could be a Berserker.
Anyways, regular Archer Herc has to be at least as impressive as Achilles since it's dictated so. Which obviously means either a lot of NPs or one that's a swiss knife.
It'd be nice if at his base he's just capable enough not to overtly rely on so much, but Achilles pushes a high ceiling, so eh

I really love but also really hate Narita, it's a complicated relationship.
I never got around to reading Durarara or Baccano!, so I guess I just hate him now.
EDIT: Oh yeah there was also Chaos Dragon whatever it was called, he's co-responsible for wasting my time on that too (though mostly it was the Butcher and Nasu).
Chaos Dragon was shit, but not because of Nasu and Uro and Narita, but because the anime was shit. Red Dragon is by far one of the best things they've done.

He can steal other people's NPs, which bascly gives him an infinite amount.

It can steal immaterial things like demon transformations, it's gonna be very powerful.
