Context is important. I think Cursed Arm is pretty damn awesome myself, but he got consistently destroyed every time he fought someone in HF unless the shadow got involved to attack his opponent.
Methinks Zouken would have fared poorer had he not had Sakura nomming the competition. Remember, this is the guy whose original overall strategy for the past two Grail Wars is "Eh, I don't think I can win this one, I'll just let my worthless family members faff about while waiting for a better opportunity in a future Grail War, even though I know I can't last that much longer."
For someone supposedly obsessed, and who went to all the trouble of trying to make Sakura/the Shadow into some sort of trump card, he had a pretty lackadaisical attitude most of the time.
Hassans are weaker than normal Heroic Spirits and Assassins aren't meant to fight Servants in open combat anyway. He does pretty well regardless.
Zouken did pretty well with whatever pieces he have at hand. Can't say it didn't feel good to see him defeated and in despair when Darnic screwed him up in the F/Ap universe though.

Not saying he doesn't. Like I said, I think Cursed Arm is great (easily my 2nd favorite Hassan, and he's only 2nd because Serenity is just so damn cute). Just pointing out that saying "Zouken almost won with just Cursed Arm" is a little misleading.
Yeah, when he actually gives it his all he's pretty damn formidable. Makes me wonder how the 4th might have played out if he had seriously backed Kariya.
