He specifically says he can't summon Bucephalus on the Moon in that very cutscene because he's not used to fighting in the Moon Cell yet (which he passes off as "weird gravity"). Since by the end of his route he has become accustomed to using his Cyber Frame perfectly, it makes sense that he can summon Bucephalus too at that point and going forward to Link.
Also, I'd forgotten how much Hakuno loves waxing lyrical about "the dangers ahead" and such. Damn girl, get your head in the game.

Is that all there is? Because that doesn't disprove the Moon Cell also summoning Servants from people NOT in the Throne, it just outlines the summoning process for heroes that ARE recorded there.Presumably that's why it makes the distinction "If we were summoning a Heroic Spirit" even.

The text you posted very clearly states "If we were summoning a Heroic Spirit, we would connect to the Throne of Heroes". Fate/Extra said that the Moon Cell had records of everyone that was ever born on Earth and it uses those records to summon Servants. In order for both of those sentences to be true, there have to be Servants summoned by the Moon Cell that are NOT Heroic Spirits (the definition of which is "recorded on the Throne of Heroes"). And what do you know, we have a perfect example of a soul that was summoned on the Moon Cell as a Servant and yet is unlikely to be recorded on the Throne of Heroes.
