The rules of the tribe is made because Skadi cannot really command the giants like she want. The mask can only ensure they do not attack the tribes. They will go after anything with heat signature, thus keeping the population low is the only way to ensure humans' survival.
I'm not surprised this is a Lostbelt. It looks like humans are treated the same as animals that are raised in farms. They make sure to keep control of the population so there's not too much but also not too little, and the way to do it is that when they reach a certain age or don't have children at a certain age (which means they're most likely sterile), they are fed to others, in this case giants.
