If Surtr surviving Ragnarock was an divergence point of history, does this mean that it happened in the actual timeline too? With everyone but 2 people dying?

The divergence is Surt eating Fenrir and killing almost everyone but not Odin. Remember he got eaten up pretty early? Him not dying and Surt's rampage led to an incomplete Ragnarok which ends with Surt being sealed up. Surviving after that made it impossible for that timeline to grow and thus got cut off.

Anyway Sion seems pretty chippy here, is her personality always like this?

Nope. Keeping Surt in his prison uses much of her power and thus she can only control them barely with masks. The region has been struggling to survive after the incomplete Ragnarok.

Summaries make it sound like she's weakened suppressing Surt's flames for the whole LB. If she can put the world on ice, I don't think giants would be a problem. Explains why Ophelia is more confident in Sigurd than Skadi at least.
