Yeah, but they were conquered and effectively erased from history, with only the Emperor and his elite even remembering that there used to be other nations. Their opinions effectively stopped being of any significance and we're never recorded for posterity, whereas Pan-Human history Xiang Yu is remembered negatively by the side that "won".
Not that the Lostbelt empire honestly had that high an opinion of him either. They saw him as a mere tool, never a person, and we're honestly baffled that Yu would even give a rat's fuzzy butt about him.
Really, Yu is talking out her butt here, but I think at this point we can accept that her opinion is somewhat biased. She is, after all, desperate enough to be pulling an Irisviel and trying to replace her original love with an alt universe version. At least he seems to understand and empathize with her (which is what she most loved about Pan-Human history Xiang Yu) and reciprocate more for her than Assassin Kiritsugu does for Iri. Plus, as a Servant she gets the original back in the end anyway, just in a different shell (which she couldn't care less about).
She effectively got what she wanted after all (provided the player rolled for her and Xiang Yu).

I don't know anything about the Chu-Han Contention but it felt like they really cut Liu Bang down a few pegs there.

IIRC, that was one of the few problems the Chinese fans had with this Lostbelt. The way that it undermined Liu Bang's accomplishments by making him nothing more than a pawn who indirectly had his hand held by Xiang Yu, when historically it's Xiang Yu who was the one seen as a powerful and talented, but ultimately incompetent leader.
