S'got nothing to do with it. He's too recent. People from the modern era can't become Heroic Spirits outside of exceptional circumstances.
But how recent is too recent? Li Shuwen is only a few decades older. IIRC there was also Neil Armstrong in Extra. I thought that cut out date theory was proven wrong after Extra.
