So the Japan favoritism isn't quite as prevalent as I thought. Though of course they tend to show up in force when they do. 3 events about them, they're the important ones in each Gudaguda, Shimousa was entirely Japanese, and of course weeb king Gilgamesh in Babylon. Really the only place you'd expect Japanese servants and they didn't appear was Shinjuku where the only one was an edgy OC Donut Steel.
Late but the closest thing I have to a 'national' hero in GO is Blackbeard or Bi Pirates so yeah

Non Native South Americans? Well, there's Bolivar, San Martin, Miranda (who had strong ties to France, BTW), Jorge Luis Borges and Horacio Quiroga for writers (although Quiroga wouldn't bring much to the table if they write in a Caster Lovecraft or Poe before him), La Llorona (or her equivalent La Sayona), Martin Fierro (pretty much a grittier, Gaucho Pecos Bill figure) and Doña Barbara if we're going into literary characters from public domain, probably you could even bring El Chupacabras in.
As for Mexicans, there's Priest Hidalgo, Pancho Villa, Frida Kahlo...

Well if anything if they ever want to do a more modern yet super influential South American person people like Simon Bolivar would do it, his life had major impacts for many countries. As for Brazil, I only have the info Civ taught me so I only know of Pedro II.

Other than Leonardo, Bunyan and Jack the Ripper (who almost certainly was no woman), I can't think of any other cases right now.
Saber Lily was more youthful acting than Saber but physically the same age as her.
And the other lolis are either OCs (Illya, Kuro, Nursery Rhyme) or Lily looking versions of real life and myth figures who were female already (Disgaea Empress, Blavatsky, Loli Medusa, Jailter, Chacha, Medea to some degree, Mary Read).
