Humanity’s Evils may be evil, but they are something that will never be exterminated. They will always return as long as humanity exists. And mankind must overcome them – that’s the kind of development I was going for. And I want the players to understand that once they face the final battle together. you mean people dont think of Tiamat as the missing link between Nero Chaos, Grail Mud and Sakura and as a way to understand the abilities of all 3 to a greater degree and dont view Goetia as a walking treasure trove of Magi lore and timelock worldbuilding?

I got very confused because when you said "above" I didn't count up, but counted up the list so to speak, so was trying to think of whether you were implying an underflow or you wanted to see Beast -2

Another thing to consider with Beasts is, character-wise, even if powerlevels have nothing to do with this, if they become playable afterwards they end up becoming yet more of Cardboard-kun's groupie waifus (no Beast husbandos yet), and thus will lose more of what many perceive as their 'edge' and character punch.

The main real reason why everyone wants a playable Tiamat is because they don't have her (well, DUH!). But if they ever have her odds are she'll become just another Kiara in terms of public perception afterwards; someone who, okay, is there and retains a sizable fandom of their own, but ultimately has become just yet another Servant subserviant to Cardboard-kun no matter how many 'threats' and 'adeats' surround her.

Although there's also the bit where Kiara and BB are the only Servants that have outright Bad Ends in their valentine's scenes. So that's something, at least. (I'd probably expect Mara to have something similar next year, but who knows.)

Then again, those are also both pre-existing characters rather than new ones like Tiamat, Goetia or Mara.

I mean at best you'll just get more Kiara/Kama style Beast Servants, like (maybe) Caster KoHumans Goetia or Berserker Tiamat. Dunno why that is somehow more appealing then the datamined guys or new surprises from FGO like Avenger Nobu or Ashwatthama or William Tell.

Calling herself an incarnation of Bishamonten, Kagetora endeavoured to protect the people as an example of the human principle called morality. But due being born with too much strength for a person, in her entire life, she never managed to understand the existence called 'weak humans'.

Unable to comprehend the subtleties of human emotions such as sadness and anger, Kagetora achieved a compromise with her surroundings by means of smiling alone. However, the retainers that were struck by her transcendental​(1) words and conduct eventually came to fear Kagetora, and that fear gradually changed into a fanatic form of faith. Thus, the even more inhuman way of life of gods and buddhas was forced upon Kagetora.

For such Kagetora, it was only possible to feel something as a human being during the deadly conflicts of the battlefield, the instants when life and death met.

After death, that transcendental​(1) way of life caused her to be set up in the seat of gods as a war god. There is no longer a way to know if that was her original intention or not.
