Who would we even use it on? The people from the previous Lostbelts, along with most of humanity in the Pan-Human History, have all been erased, not killed. Our coworkers' frozen remains in Chaldea are no longer accessible, and even if they were they have probably been dead for too long by now to revive. We finally got an ally who can reliably bring back the dead well after it was too late to actually make use of such a thing.

If Nasu wasn't such a fan of stories that restore (an albeit somewhat modified) status quo at the end, then I'd almost be convinced that F/GO2 is being set up as some kind of kingmaker story.

Story and gameplay segregation aside, can we even access the Babylonia Singularity any more? Cuz' we would need to go there and find Siduri's remains among the countless dead monsters that she is completely indistinguishable from (assuming their remains didn't turn to dust).
Ophelia is actually a good idea, but, one, she's been dead for months now, and, two, do we even have access to her remains?
We would have no way of accessing Goetia's remains, and no in-character reason to want to revive him (especially given he was already being erased when we defeated him and trying his damnedest to take us with him), even ignoring that he has been 'dead' for well over two years in-story time now.
Like I said, anybody we would actually want to revive is either inaccessible or has probably passed the expiration date. Nasu wouldn't give us access to honest-to-goodness, breaks-the-rules-of-the-setting resurrection unless it was heavily nerfed and regulated.
