Well we're going into the Realm of Create-a-Servant here, but the gist of idea is that the Library represents "lost, esoteric knowledge" and most likely has a books containing ancient magical lore. It is also said to be cursed so anyone who finds it (if he is motivated by anything rather than pure desire for knowledge) wpuld become blind and/or insane.
Aside from that Ivan IV also led quite a few military campaigns, including the subjugation of successor Khanates of the Golden Horde, and became prominent figure in folklore, where he is described as a man of giganting stature and incredible strength. Not on the Zeus level most likely but there is still plenty of material to drag from.
Xiangyu is definitely stronger because he was around for so long and his body was repeatedly upgraded during that time.
Red Hare is presumably stronger since he's now a centaur that can use an imitation of God Force.
Old Man Li is apparently pushing well over a hundred, and has continued to polish his skills in that time, so he is presumably stronger than Old Man Li of the Pan-Human history. We can't confirm that 100% though.
Qin has a cyborg body based on his analysis of a True Ancestor-like being (Hinako), and he has a Great Wall that literally surrounds the Earth, so he is also presumably stronger than his Pan-Human history version. Again, we can't confirm, but I'd be amazed if that wasn't the case.
The others gave no indication that they are stronger than their Pan-Human history selves (beyond Liangyu putting on a very impressive showing, but how much of that is the result of altered history and how much is her own ability is unknown).
Maybe his own castle? Anastasia got her own Kremlin, so a castle for Ivan would make sense.
You'd think centaurs wouldnt appear in the story until Greek LB with Caenis...
