- Do w/e Kiara did in CCC true route.
- Another god puts you up there. I assume must be a chief god like Zeus.
- Worship by mankind.

I know what you're trying to say, I'm listing these methods literally to show you that just by getting there doesn't make you get high Divinity. Kiara pretty much got there in CCC that Tamamo literally told her to get out of the spot asap, and Kiara even got everything from BB, Melt and Lip (2 of them have divine core). You can argue that she only reached the level but yet to official get in there b4 her downfall sur, but to me it seems there are conditions and criterias in addition to just reach that spot for Divinity.
If it's about Bishamonten himself, then he is really big not just in Japan but also China and India. But Kenshin in particular is pretty much only worship in Echigo, Japan. I'm leaning towards what MoC said, that the amount and scale of worship you get would play a big role. Of course can't rule out other reasons such as her servant container, hopefully the mats would give more details but I have a feeling it would be "worshipped as Bishamonten's incarnation, she has Divinity, the end".
Divinity varies according to classes and stuff like that. Tamamo for example gets a skyrocket to A++ as a Lancer. Maybe the Lancer version of Kagetora has it average but another version or the god version has it at A?
In hindsight, now that I notice Tamamo is like Nero in that her Swimsuit version seems closer to something much bigger. With that high Divinity and Goddess Metamorphosis, it may be some foreshadowing to Beast Amaterasu/Vitch

Given how not every Servant with Divinity has Goddess Metamorphosis as a skill (rip men), I guess only certain Servants can temporarily access their more divine scale of power. I wonder what determines who can and who can't besides having tits and not much clothing.

So h9w do both versions of kiara compare to budha again? I think i read that in CCC she couldnt reach the same state of being as budha but she managed to in FGO. Is that correct?
CCC Kiara: Weaker than Buddha. Doesn't stand chance.
Beast III: Weaker than CCC Kiara, but has Nega-Saver, which is outright immunity against Savers and Rulers.
Alter Ego Kiara: Weaker than Beast III but still has Nega-Saver.
I mean, Saver could still use Kalaripayattu, that would probably be an insanely cool fight.
