It's kinda funny how they did that, it feels somewhat backwards

Not in-story, but from a outside game design perspective. Just look at Mami for example.

>wearing armor in a sauna
There's sprites for a couple, including some that don't have costumes like Lancelot's NTR protagonist tan, but yeah it's kind of a glaring omission.
At least in Summer 1 they had the wisdom to choose Servants with shirtless ascensions like Cu or Diarmuid.
Honestly I think I prefer existing Servants getting costumes to whole new Servants. Less tears from failed rolls that way.
But for people who want brand new units, yeah they should have summer men.
Having said that, I do think the lineup in the men's sauna looks more interesting character wise, possibly because they ignored the swimsuit thing. But I think that's more because I'd rather stab myself in the eyes with a fork rather than spend time with Jalter and Nero.

On a related note: what, exactly, is Hokusai doing in the women's sauna?
Work research.
What's Salome doing in floor... 60?
That was in answer to "why". The part about her not being from the Servant Universe comes later, when she
a)tries to kill Yan Qing for being a guy
b)Brings up how "her" Amazons are the ultimate cheap workforce (ironic given the context of this event)
c)talks about becoming able to send packages all over the planet (singular) soon

Once and always and nevermore.

Don't "(singular)". Japanese is a languague where singular and plural are guessed from context. It's singular in the English text because the translator made a (very understandable) wrong assumption.
I mean, this CEO tower event had her mistaking Hector and Paris for the ones from planet Troy in the servant universe, so she clearly has been making deliveries to multiple planets over there, not to mention enemies we fought in the first 50 "floors" were all space mobs.
Heck, did you even make it to floor 100 to try to spin headcanon as the one and single truth?
