The form we fight him is his full power once he got the Phantasy Tree and fully recovered. And looking at that he's nowhere near Beast maybe much stronger than Kiara in phys strength but very lacking in haxes. He lacks Ind Manifestation too. Well anything seems underwhelming when you put something meant to be more powerful next to it.
Also, Tiamat, Sefar, and Golden Fox are hardly what i would call the average comparison of Gods/Divine Spirits or whatever.
Its more about Surtr in full power can be defeated by a couple of Servants sacrificing themselves helped by a single Skadi, considering him supposed to murder multiple gods here. But I guess since Surtr only appears in the end of Ragnarok so they were already weakened from the war or something.

Wasn't able to burn Mashu like Goetia did.
Just the latter part is true afaik, unless I'm missing something in the first read. The closest thing to the first part that I saw is Surtr claiming nothing can stand a chance before him, he will burn down everything from humans to gods to mountains to ocean to sky....etc which sounds more like a self-wank than anything. As later on Herc tanked it while not!Illya and the Valkyries used their runes and Odin's shield to stop it, keeping it there which open a chance for Napoleon to headshot Surtr.
It's because we fought against several Beast already. But Beasts are an entirely higher level. We won against Tiamat solely because she was nerfing herself hard, and without BB we stood no chance at all against Kiara.
Beast are cheat-like
You can't have Beast level threats every time or they'll lose their luster.
