I don't know if Raita has complete control over her characters or just the art only but she's so much akin to his Misa-nee character in which they are that big boobs onee-chan/mother figure that pamper the shit out of you (in this case Kintoki also).
Imo I think either Nasu/T-M came up with the character and gave it to Raita and Raita just draws her like Misa-nee since it's kinda his trademark character and it has similar personality, or Raita was given full control from the start and it turns out like that and people just say fuck it let's go with it
I am fully confident this is the case for most of the designs so far. The artist gets a name and do whatever interpretation they want of the character with varying input from the creator.

My guess is TM had an initial sketch with Yori as an onee-san type, Raita presented the concept sketch, TM went lol and filled out the character closer to Misa-nee.
I shiver at that though Raikou and Yori might be the same person with different personality and gender, like how we can have two Da Vinci of different gender.
