I'd assume because the human order is not as strong in Tsukihime world, the Beasts should be less active or grow much slower compare to Fate universe.

Point is, if heroic spirit summoning does not exist in Tsukihime world the 人類悪 will have different names and power due to humanity is weak, like Fou is known as Primate Murder not Beast IV. And because the heroic summoning system does not exist there, I don't think Goetia can deploy his "plant grails (art graphs) in 7 points to create singularities" project if he also existed in Tsukihime world. Does grail even exist in Tsukihime worlds???

Again, it's that Servants can't be summoned. Its just the reversal of Servants = No DAAs but DAs are still around; presumably you have DAAs and no Servants, but Heroic Spirits themselves are still around. It'd be very strange for Nasu to point out that seven guys that don't actually exist and can't be called are needed to restrain the doge that does exist.

So I don't know why Beasts can't exist since its not like they're summoned in "regular" Holy Grail Wars anyway.

What are your sources for this? From what I remember, Nasu said that Tsukihime and Fate/stay night exist on the same universe. It is Kara no Kyoukai that is regarded as a different parallel world due to some settings shanenigans.

Both involve consuming humanity to create a perfected world without death or tragedy. In Osiris' case, the deathless world was a virtual record of humanity.

Missed my point again. I said "heroic spirit summoning", not "heroic spirits". They sure do exist across all worlds just like the jinruiaku.
Since Beast is referred to as a Class in Fate I'd assume they are not called Beast class in Tsukihime duh. Heck even if the 7 guardians are heroic spirits I'm sure they won't be called by their classes i.e Caster, Lancer, Saber...etc. but just "guardians", cool name. And speaking of summoning Beast remember Manaka, granted that's not a fair regular HGW anw.
