this is more meant to be towards policies and not whether or not they ruled i.e. Iskandar's the Kings will is the peoples will and the people follow the king, and Gil's the King can do what he wants as his decisions are best, and Saber's I will fulfill the wishes of the people as a pseudo wish granting device, Marie's beacon of hope strategy of always smiling and never showing the people anything bad or discouraging by being a true idol to unite them through the power of vive le france, etc.

I put supposedly cuz its not said either way. But yeah first Mordred says 'I hope we won't meet our end to soon without suspecting anything' and then Shishigou thinks about that. So I think its implied."Can I just say one thing?"

Mordred's mother - in other words, King Arthur's sister Morgan - is said to have attempted at bringing down the King and having Mordred take over the throne, and had been as powerful a magus as Merlin. Given Saber's comment, Assassin must be quite the plotter as well.

According to the flashback Mordred spent a while as a super loyal knight, but proceeded to get super pissed when Arthur didn't acknowledge Mordred as his son and proceeded to burn the country to the ground and lead a rebellion just to ruin everything Arthur ever did.
So, you know, by a certain definition of "nothing wrong".
Point is that Morgan isn't mentioned to have an active role in said rebellion.

My knowledge is imperfect, as I've already said, but I do believe that the general gist of things is that Morgan brought Mordred up to hate and despise Arthur, and expected things to eventually fall into place without her having to give any direct input.
Well. I guess she was right.
