It's funny to see how often she shows up in fanfiction - especially Grail Wars - as this much-beloved character when the vast bulk of her personality had to be spun out of whole cloth because there was so little to her for so long. These people were essentially writing a new character with Luvia's face glued on.
To be fair you "get" who she is real fast after her main HA scene.

That's fair, and I didn't mean to criticize. I'm not trying to rag on the authors who do that sort of thing.
Lord knows it would make me the biggest hypocrite in the world if I started looking down on people who want to spin obscure characters and background references into a full-fledged story. Some of my favorite BL stories have come out of people deciding to write the Zelretch-Brunestud throw down or Enhance vs. Ortenrosse or Enforcer yarns, etc.

I like to think Gransurg Blackmore's Reality Marble, Nevermore, is so effective against other vampires because it reopens the target's wounds, even those long healed or scarred over. Given how much time Apostles spend playing live action Risk with each other and tangling with the Church, a vampire is bound to work up a pretty large tab in old wounds that Nevermore forces them to pay all at once.
I've also imagined Fina-Blood Svelten's Reality Marble, Parade, as a grotesque parody of Carnivale where all of the revelers are people he has killed. It is a celebration of his victories and depravities. It's also a pretty shameless rip off of Alucard's schtick of summoning a horde of familiars by dredging up all the people he has eaten, but I felt it fit a guy as I imagine Svelten to behave, which is another headcanon unto itself.
As you can probably tell, I was working on a story once upon a time that featured the vampire set pretty heavily.
