Shinji just nodded, surprised by how much the puppeteer had gleaned from a cursory inspection of the uniform.
"More trouble than it's worth, if this is made by who I think it is," the magus replied, sliding the costume back to her former apprentice. "You have something else to offer?"
Hesitantly, Shinji reached into his black pouch and withdrew a flask of silver fluid - what was left of the blood from the Lamyros created from the stories regarding the Ultimate of the Moon. He held it up, explaining exactly what it was and how he'd come into possession of it, with Touko holding out her hand, gesturing for the boy to pass the item over.
So he did, with Touko peering at the vial closely, before nodding.
"As agreed then, this for one of the services I offer," she said. "What do you want?"

If you want to fully exploit Thought Accel and the special eyes, you have to go for these.

I think speed covers reaction speed? I don't know you might be right about this pick Daiki. But Str is needed if we want to be able to layer an heavy armor on top without slowing Shinji down. Maybe we can do a specialist write in in strength for just that. Granted generic Str is also good with our weapon. As for the form it takes, I am not sure I fully understand these picks to pick one over the others at this moment.
Honestly just get me two things here. The ability to make Shinji's body keep up with his future accelerated mind and the ability to carry heavy armor without slow down. However I need to word that is how I will vote. And the form of it just needs to be able to go under the heavier armor without issue.

Does wearing the Illuminati Outfit over the Spandex Outfit suffer any penalties? If not the Illuminati Outfit also allow us to receive two basic enhancement and one advance ability. For advance option we can get the emission control module. (Chapter 90 has list of choices for Illuminati Outfit)

True, but these two enhancements for this armor are bigger than the Illuminati's outfit, since its not trying to be flexible configuration. Also I suspect that Touko is giving this with the standard features she gave before, IE ghost touch etc.
I doubt these two layers can be worn together since they are both basically tight fitting. The whole point of this move is so that we can layer an real armor on top of this. Like we did with the Stonecutter dragon robe. Only next book we might gain access to Goblin made armor, which in almost indestructible. A feature that Shinji seems to really need at this point.
Skulkid, we do have the outfit still, Touko did not destroy it but handed it back to Shinji since she was going to not learn anything from it with its DRM in place.

Heavy armor slows a person down. Even when weightless, it still restricts movement. Since it directly contradicts the point of hard focus on dexterity (thought acceleration, Fairy eyes, Sandals, Speed boost from Reinforcement and Fusion), this doesn't strike me as smart. At some point you have to accept that reliance on blocking is a flawed strategy. It may work for a time against wizards, but only for a time. You aren't going to tank Avada Kedavra or other conceptual-heavy attacks, are you? ...Are you?
So, no heavy armor for Shinji. If you want to rely on heavy defence instead of superior evading, fine, conjure some stuff or use Earth manipulation. That's something we can do right now already.

Btw, when the choice of permanent boost from Perseus was up, iirc, Alf described Speed as an upgrade to both body movements and reaction speed. But, apparently, the reaction speed of that deal wasn't really important, since it was mostly redundant. We have Fairy eyes granted to us by synchronization with Percy's perception. Basically, its "Reaction speed: yes". All we need to do, is make sure that Shinji's body and speed of thought (I. e. planning, analyzing the situation, etc.) can keep up. Thankfully, Fairy eyes can help us with the last bit too!
But, uh, only if we start actually spending actions on them. That should be nice.

If we wear spandex it should fit under the Illuminati Outfit since that is shirt and trousers. The problem is if the outfits will function together or will it have compatibility issues. We can gift the Illuminati Outfit to Rin or keep it as a spare underarmor if the outfits clash and if it works adding a dragon robe or something similar will make us stronger to handle future adventures.
