If he was a perfect magus dad he wouldn't have had a second born in the first place.
If he didn't know about the dickworms, then he didn't technically do anything wrong.
That's like if a kid gave his friend a spoon for her birthday but then she runs off murdering people with it behind his back because he had no idea she was a serial killer.
He was a perfect magus dad and a perfect Catholic dad. That's double perfect and double the dad.
Sakura is the spoon, Zouken is the friend, Shinji is the dead people.
Why, it's not like there'd have been any problem with that in 99.9% of circumstances. It's just that the 0.01% chance actually happened.

Sakura got to be born because canonically they had evidence Rin would likely die in the womb and needed another child. Her survival was a miracle but it fucked everything up.
