Nah there are actually eight.
If one is empty that just means the NPCs have to pick up the slack.
The "example members" listed are in the factions as NPCs among others.

The way organization works is that for each challenges I determine which factions are facing each others at random, and after each round I post the rankings in term of Divine Essence.
If no PCs are involved I just determine the winner either by logic or randomly.

Faction: Soldiers of Eternity
Dogs, glory-seekers, warmongers. Of all the factions involved, it's probable that there are none who receive as many derogatory names as the Soldiers, yet at the same time there are none who are as feared. What the members of this faction wish for is for a world of mortality not unlike the previous one, where strife never ends and there are endless opportunities for them to battle and gain glory.
Faction Leader: Duryodhana.
Example Members: Ares, Achilles, Karna.
Faction Ability: War Savagery - Those who wish to fight forever know that they cannot let injuries stand in their way. For each 10 points in your Faction Ability attribute, you may ignore one injury until the end of the turn in which it was inflicted.
Faction: Anthropocentrism
Not everyone is happy with the current state of affair. There are those who believe that the world existed for humans, and humans alone, and that the new world should represent that idea. This faction is composed almost exclusively of humans, though some monsters and gods who despise their own kind have joined, promising to be reborn as humans in the next world. Not all of their members necessarily hate the gods and monsters; some merely believe in the superiority of their magical traditions over religion, while others believe that the 'gods' are nothing but deceivers.
Faction Leader: Sisyphus.

Faction Ability: Denial of Divinity - The faction ability of the Anthropocentric grant them advantage when directly opposing the supernatural powers of gods and monsters, scaling with the amount of points invested.

actually I'll post my sheet if it gets approved. Or denied I suppose. Only reason I didn't already is I wanted to make sure it didn't need work and was completed first.
You can all have a laugh at one of the ridiculously bare bones sheets I use.
