Due to a problem with the *.us.to nameservice (namely, the DNS servers it relies on are offline), the site is basically inaccessible to most folks.
Until they come back up, adding the line 66.90.109.41 forums.nrvnqsr.comto your system's HOSTS file should resolve the problem.
