She has the Mystic Eyes of Death Perception, of course Shiki can kill Servants. However, actually defeating them on the other hand is another argument entirely and honestly that would really depend on the Servant she has to fight and situation at hand that she faces them in.

FGO Shiki (Assassin) cannot exist under normal circumstances, and unless I'm misremembering, Monster was not a Servant.

A: Let alone flesh and blood, Mystic Eyes of Death Perception is even effective against Spiritual Bodies. As long as Ryougi Shiki can perceive the opponent as "alive" (not life, but live), she will see the lines of death. For instance, even though the apparitions in Overlooking View were dead, but they were "alive" the instant they interacted with things in this world.
