I suggest watching that scene with subs to get the experience of the atmosphere because explaining those speeches kinda ruins the moment but nonetheless

The gist:
Nero's speech: Hakuno was feeling down because he is not "similar" to Saber's previous Master. Saber reassures him that no person is similar to another and he just needs to do what he can.
Twice's speech: Twice explains Dead Face and says that Hakuno is basically an accumulation of Hatred of Masters who lost to him and that Hakuno's basic motivation is to kill only. Also that he always waited for someone who can fulfill his wishes but nobody came(important in context of the original game), this he decided to to shut the Moon cell down, this moon cell lost it's function to clean the grudges of the dead. Then twice puts Hakuno down that he is not a living person, not the original Hakuno and he will basically never win against him. Calls him a loser as well.

So we know how Gilgamesh was getting corrupted in his extella sub-story then and likely how he's probably going to turn out
And also this is the third real time we've seen malignant information being used. TATARI, BB, and now the accumulation of grudges turning into a body and also the shifting of a body into malignant information. Pretty happy about that, since what I wrote about in my fanfic a year ago turned out to be pretty spot on.

Hmm... nothing about losing his potential but more like his purpose is only to kill(due to the grudges) and there is nothing else remaining for him and that he will lose to twice regardless

Dead face is an ability born from accumulating all those geudges(which is the reason Julius is able to use Dead face because of his own negative emotion and that his soul is dead)
