    I don't, I can only guess based on not having found a blue eyed Ryougi member, also I mean the correct answer probably is that we are talking about anime eye colours and since when have they ever made any sense

    What Desulocker said. To me it doesn't matter that we haven't seen a blue eyed Ryougi member before Mana, I'm pretty sure Shiki's carrying the recessive gene, and that that combined with Mikiya's genes gave Mana blue eyes.
