Osakabehime and Anastasia can both summon castles as an NP, and I'm pretty sure they didn't personally build them. I'm not defending Koga, but that "rule" isn't as absolute as you're implying.

The former's legend is associated with the location, while the latter is due to her being part of the royal family. So there is a limit to how far one can stretch that rule.

I agree. Personally, I think being able to recreate the things he's seen is a decent idea for Herodotus's NP, but stretching that to things he never even knew of in life is beyond the pale.

It's precisely because of this that I wrote my previous comment. Herodotus is simply an observer that writes "yes, this exists", not "yes, this exists, and therefore I know how to create it and make it mine".

Well abourt Semiramis i read that she never even daw them in live or had something to do with the Building process and similar is it with Herodot ,i must admin that he is outside of his Herodotic worldview significant weaker but as example would Count Trifas still in this and aslong as he is in his "World" he can use the Mystery of the records of the Human order known as History on the other side outside like in japan he require to reach the samew results from time to time the double amount of Mana and he must have to evoke the local a historical catalyst/conductor to evoke it and he has greater difficulties to Change the ! ; :´`;,;::/;:; of the Location.

Like in the Nature of our World every Rule have exceptions no a unequivocally world doesnt/cant exist/funtioning ,and in Herodots case i am on the border beetween the Rule and a specail/exception case ...
