神秘 just means mystery. There's nothing divine about it at all (except etymologically I guess).

If you break it up, it looks something like:

神 - god
造 - made
兵装 - armament, ("soldier clothing" if you take it super literally, but please don't)

I don't think so. I think it's just saying that the quality of the skill is around D Rank, but because of the different way he applies it compared to most Casters (he creates by setting up a laboratory and then mass producing things, rather than building one item at a time), it kind of falls outside the scope of an ordinary D Rank Item/Territory Creation.

EDIT: Looking at it again, 'oblivion' seems like a pretty fancy term for 忘却. I don't know if something like Memory Correction would be a better alternative, but I feel like it would certainly get across what the skill does a lot better.

Didn't they use different kanji ? Normally NPs that you don't get to see or utilized they said differently, here they just said it's sealed

Yes but do remember that originally he did let go of that grudge, which sadly something he's incapable of doing now.

Most likely. My only complaint about this skill is the numbers aren't consistent as the rank of the skill goes up.

Angra - E: 2%
Edmond - D: 3%
Gorgon - A: 3.8%
Jalter - A+: 4%

Ah, my bad. I was thinking of Self-Replenishment (Mana). Oblivion Correction is actually consistent.

Jalter's is A rank. Since this is after Orleans and Da Vinci's event, I imagine the rank would've been higher. Her Critical hits would have been even more devastating.
