I don't see her as a child, but the idea of Fran in a relationship does seem kind of weird. Probably because she just needs more friends before she has time to worry about that kind of thing. Though come to think of it she probably has more than anyone else in Chaldea apart from Guda so maybe the writers agreed and that's why they keep throwing more at her.
Fran isn't a child, per se, but her emotional maturity is more or less on the child level. I just don't see her as ready to try out the whole "romance" thing when she's barely got a grasp on 'friends and family".
