Actually in extella one of the things it noted was that the mooncell picks top servants based on what it needs. As an example, it specifically notes it picked saber because she was an exceptionally strong servant slayer. Because she was good at defeating other strong heroes, it selected her to interfere with Archimedes plans.

In the case of Moon Cell it picks 7 strongest servants it can find that suit its need and summon them in certain order to deal with internal threats such as Archimedes or Karl. We now knew all of them: Karna, Arjuna, Scathach, Iskandar, Artoria, Jeanne, Gilgamesh. It might get the inspiration from the Counter Guardians and the Grand Servants, but these servants are summoned with no extra special characteristics other than 1) Saint Graph cannot exist for a long period of time and will go away once they finished their job, 2) Has direct mana support from the Moon Cell.
But for the most part, they usually fail to accomplish their job and have to work with Hakuno, bakakoutei, dagitsune and a bunch of other servants. Jeanne probably got the most shit out of all and Gilgamesh is a clown for the most part, then Iskandar is not used to fighting in the new environment. I think Karna and Arjuna did the most work for what their mission are out of all of them, if you count both Extella and Extella Link.
Well the common selection of Servants the Moon Cell picked was so that they could deal with Altera. Saber as you said is a strong warrior and Excalibur was to be the final option against Sefar. Iskandar is probably similar, that he was there to beat Altera. This is supported by Altera and Iskandar's side story in that Altera was kicking to beat Iskandar when she did as he wasn't used to fighting in the Moon Cell. If he did get his footing it was made clear that Iskandar was pretty much as strong as her if not even stronger in actually being able to overwhelm her.

The thing I don't get why summon a Ruler if your not gonna give CS moon cell. It doesn't matter of the HGW is done and in the past, of you want Jeanne to do her job give her support. I can see a little why Jeanne is a Top given how famous she is and central to history going by the Orleans Singualarity but she's certainly an outlier compared to the other ones. Gil even mocked her for that when she was killed by Cu in her route(though that was also a underestimation of Cu as well.) Jeanne is strong, her defenses are pretty powerful(If I remember didn't she survive a barrage from GoB, something that consistly broke high level barriers such as what Medea and even Archi's in the game were), but to me it feels like she's the Arash of the group, very competent warrior but really doesn't fit in pure specialness to others or that's my brief thoughts into it. I know I'm not cutting Jeanne enough slack but that is my impression.

Jeanne didn't get anything like that, though. Unless you call being able to use La Pucelle and then get rezzed by Hakuno's CS hacks a skill.
Funniest thing is, in Extella at least, AI Jeanne will still try to use La Pucelle against you and basically suicide if you let her despite not having that backup. With a decent chance that it's not even going to take you with her, even.

Gil called his cannons Dingir as a way to say that if deification comes from humanity, than using this Dingir canons to protect Uruk signifies that humanity would be the source of what protects humanity itself.
Also this is another of Gil's selfnamed NP.
to be honest imo this is kinda convoluted. makes sense, but weirdly indirect.

Also in babylonia it was the people of Uruk who were in charge of firing the cannons for the most part, only by the end when Tiamat arrived Gil went and fire the cannons himself.
And I think anti-fortress also refers to the fact that it is indeed being used to defend a fortress.
to add onm the trivia, those canons uses literal lapis lazuli as explosive trigger instead of, like, normal explosive poweder when used by the soldiers
gil's self fire uses pure maryoku instead but still
truly the most expensive of canons
i do wish they had elaborated more on the nature of Melam Dingir for CasGil as a Servant
