If you're talking about Nega-Saver, I still think it's just a passive skill that grants her null resistance when hit by Saver and Ruler skills. Nothing can save her from being moksha by Buddha's NP..

Also Nega-Saver is "nullify skills of Ruler and Saver CLASS" so I always thought it's referring to their class skills such as Charisma A+ and Counter Hero for Saver, TND + God's Resolution + MR for Ruler. Like if Jeanne uses command spells on Kiara it won't work, and she is unaffected by parameter rank down of Saver's Counter Hero. And again, Saver in Extra is in fact restricted by a servant container and even in that state his NP is capable of being used to control the Moon Cell and prune timelines. We actually never saw his true form, and his dharma form is, well....Golden Fox, who is far beyond even Kiara in CCC.

Basically to go against her you need to turn off all desires, which a being like Saver can. We could fight her in CCC collab also because of BB giving us drugs for that purpose.

Well, if he is part of the 19 Hassans, then KH is nothing serious to worry about since F/AP says grail war participants all have means to handle the Hassans if they are summoned.
How exactly does it support your theory?
The whole "only in death does duty end" bit doesn't mean he always comes and kills you at the end. He explicitly only kills Hassans that stray from the proper path. The rest (including presumably himself) can still die by either natural causes or other enemy activity. Anyway, he can't be "The First Hassan" and NOT be a Hassan. Most likely:
a) it's a mistake by Narita
b) some Hassan had more than one Zabaniya
c) there's an "unofficial" Hassan somewhere who wasn't recorded for whatever reason
d)it's Zealot'a own Zabaniya from an alternative timeline
e) other convenient explanation

my headcanon for now is that Shadow Lantern is that unofficial Hassan, since the Assassins themselves are not sure if he even existed.
