Considering the name of the music, the gameplay effect and his role on Anastasia, I would guess it puts the enemy to sleep.
The music doesn't sound like something that would put you to sleep though, so who knows. Effect aside, it's probably just him using his magic, like he does regularly, with that particular music as a catalyst, rather than a particularly unique skill.

There were redditors that translated one entry or another, but Clyton and the people here were the ones responsible for the bulk of the profiles, you shouldn't expect Reddit to make fast progress on the translations.

Not really, when talking about Mephistopheles appearance in the old stories he did appear clown like or that is what would have seen at the time. Like this isn’t the only Mephistopheles in media that makes him clown like. Blue Excorsist anyone?
