Aren't all singularity Servants summoned by the planet? If anything, it makes more sense now as to how he was summoned, since Grand Servants are (I believe) only summoned together to oppose the Beasts, but he no longer held the title of Grand Asssassin.

There are different explanations for how Servants are summoned each singularity. I don't think it was the planet except in the Lostbelts.

What we knew about the eye was that it can reduce the possibilities to zero, we didn't know it was the cause of her world's demise. Prior to this we only knew her world was a pruned timeline (yet her profile here also said she's from a foreign lostbelt so ???) and she has been hopping worlds. She did not say anything about the reasons why her world was pruned nor she knew about herself being the cause lol.
